In order to displace enough water to remain afloat without being submerged, the boat must have an average density less than water. It is why the hull of the boat must be hollow, as the air within the boat is lighter than the surrounding water. Regardless of a vessel's hollow composition, whether it is concrete or fiberglass, its average density is less than water because of the air within it.
A hollow basketball can float. The air inside it has a density less than water.
A solid bowling ball cannot float. It's average density is not less than water.
It will sink not much unlike the way anchors sink, when dropped in the water.
